The  device  is  to  maintain  the  differential  pressure  set  at  both ends  of  valve  or  pump  in  the  pipeline,  no  matter  how  upstresm pressure  changes.

If allocate a non-return valve,  it will close automstically while flowing  backward. 

The device maintains the difference of pressing that both ends establish of a valve or the pump in the pipeline, and no matter what a change the upper reaches pressure is.
